You can use一方では when you want to say “on the other hand…. ..”.
The patterns is below:

「名詞修飾型」 ＋ 一方
「A 一方、B」、「A。一方、B。」 A と B は反対、もしくは対照的なもの、状態。 ＡとＢの文の主語は同じでも、違ってもいい。
