It indicates that something has (or hasn’t ever) happened in the past.
アフリカに行ったことがあります。Africa ni itta koto ga arimasu .
I have been to Africa .
ドラエモンに会ったことがあります。Doraemon ni atta koto ga arimasu .
I have met Doraemon before .
私はそれを聞いたことがない。Watashi wa sore wo kiita kotoga nai.
I’ve never heard of this.
